A delinquent financial obligation shall be deemed to exist, provided that notice of the financial obligation has been sent to the person, with the exception of those contracts in which notice is not required. Sanctions on delinquent financial obligations shall be based on dollar limit threshold amounts. The dollar limit threshold amounts shall be established by the board at an open meeting subject to the requirements of Chapter 92, HRS.
