The term "public records" shall have the same meaning as is defined in chapter 92, HRS, and shall include maps, rules, written statements of policy or interpretation formulated, adopted, or used by the board in its functions, all decision, orders, minutes of board meetings, and records of any docket on file with the board, but shall not include records which invade the right of privacy of an individual.
