Section 17-794.1-4 - Program administration(a) The department shall be responsible for the administration or supervision of the FTW program.(b) Decision-making with regard to individual participants in the program may be performed by an organizational entity other than the department, provided the entity does not have the authority to review, change, or disapprove the department's administrative decision or otherwise substitute its judgment with regard to the application of policies, rules and regulations promulgated by the department.(c) The department may enter into contracts with government agencies, or private non-profit or for-profit organizations to carry out the provisions of this chapter.Haw.
