All individuals, partnerships, corporations, or other legal entities including the department, branches, and issuance Offices having custody, care, and control of coupons and ATP cards shall, at all times, take all precautions necessary to avoid acceptance, transfer, negotiation, or use of spurious, altered, or counterfeit coupons and ATP cards and to avoid any unauthorized use, transfer, acquisition, alteration, or' possession of coupons and ATP cards. These persons shall safeguard coupons and ATP cards from theft, embezzlement, loss, damage, or destruction.
