Each respondent may file with the authority or hearings officer if the case has been assigned to one, a written response to the petition which shall state briefly a counter-statement of the facts, circumstances, law, rules, or reasons in defense thereof, and which shall specifically admit or deny the allegations of the petition. The response shall be filed at least five working days prior to the hearing.
