The department shall provide the resource caregiver(s) of a child and any prospective adoptive parent or relative providing care for the child with timely notice of and a right to be heard in any proceeding to be held with respect to the child during the time the child is in the care of such foster parent, prospective adoptive parent, or relative caregiver.
