It shall be unlawful for an individual who is not licensed or certified under chapter 466K, HRS, and this chapter to prepare or hold oneself out as being able to prepare an appraisal in connection with a federally related transaction or non-federally related transaction requiring licensure or certification under chapter 466K, HRS, and this chapter.
