Section 16-114-110 - Judicial review by circuit court

Any person aggrieved by a final decision and order of the director in a contested case is entitled to judicial review thereof by the circuit court. The review shall be as provided by chapter 91, HRS. It shall be conducted by the court without a jury and shall be confined to the record.
