HCDA may waive or reduce payment of charges such as dockage, port entry, cargo storage, or mooring whenever a state of emergency is declared by the governor of the State and HCDA determines that waiver of charges is consistent with the provision of humanitarian relief to disaster-stricken areas of the State.
