Tenants shall arrange directly with utility companies for water, electricity, and telephone hook-up services. For rentals where utility meters are shared, a flat utility rate based on the rental permit shall be assessed. HCDA shall charge tenants who are not assessed a utility rate the cost of utility services, plus a utilities surcharge of twenty-five per cent.
