All incidents resulting in serious injury or death to persons or damage to property shall be reported by the person or persons involved as soon as is reasonably possible to the administrator. This report does not relieve persons from the responsibility of making any other accident reports which may be required under federal, state, or county statutes, ordinances, or rules.
