Section 12-42-3 - Subchapters(a) Each of the subchapters sets forth special rules applicable to the type of proceeding described in the caption of the subchapter.(b) This subchapter sets forth general rules applicable to all proceedings conducted pursuant to chapter 89, HRS, and should be read in conjunction with the subchapter governing the particular proceeding.(c) In any conflict between a general rule in this subchapter and a special rule in another subchapter, the special rule shall govern.[Eff.
