Upon a finding by the board or hearings officer that all of the requirements set forth in section 12-41-79(a) for certification by authorization cards have been satisfied, the board shall certify the petitioner as the exclusive representative of the appropriate unit. The board shall issue a copy of the certificate to the employer and so notify the parties.
