The hearing procedure shall be governed by the provisions of sections 12-41-20 to 12-41-30, insofar as they are applicable. Any member of the board conducting the hearing or its hearings officer shall determine the facts necessary for the determination of the proper bargaining unit. Upon completion of the hearing, any member of the board conducting the hearing or its hearings officer shall make and file a report and recommended order regarding the appropriate bargaining unit and shall properly serve notice of the report to all parties involved.
