After the final hearing, the hearings officer or any member of the board conducting the hearing shall promptly make and file a report and recommended order incorporating findings of fact upon all the issues involved in the hearing and the determination of the rights of the parties; but the decision shall be made by the board. No matters outside the record shall be considered in making its report, except as provided in this chapter.
