Witnesses shall be examined orally under oath or upon affirmation, except that for good cause shown after the issuance of a complaint, their testimony may be permitted to be taken by deposition under oath or upon affirmation in the manner and effect prescribed by the Hawaii Rules of Civil Procedure.
