These rules are applicable to all persons as defined in this chapter who propose, own, operate, or maintain a solid waste recycling, reclamation, salvage, transfer, or disposal facility; and are applicable to medical waste treatment, foreign waste treatment, used oil transport and recycling, hazardous waste, infectious waste, and radioactive waste.
