Rule 269-1-.06 - Georgia Challenge Program

(1)Statutory Basis for Grant Program: O.C.G.A. 50-1225.

(2)General Scope and Purpose of the Grant Program: The general scope and purpose of the grant program is to provide arts education grants to school systems to develop, implement and expand arts education curriculum in kindergarten - fifth grades. The Georgia Challenge is striving to infuse basic education in the arts into the curriculum on the same level as other core subjects. The grant funds awarded should provide the impetus to hire art specialists to continue the implementation and expansion of the arts education programs in local school systems. Funded programs should result in permanent, systemic, educational improvement.

(3)General Terms and Conditions of the Grant: The general terms and conditions of the grant are as follows:

(a) All grantees must sign a contract for services obligating them to provide arts programs/services to the citizens of Georgia. These programs and services must be provided as outlined in the school system's application for funding, and must meet approved budgets for doing so.

(b) All programs/services must be conducted in compliance with applicable state and federal regulations regarding nondiscrimination and fair labor standards. Specifically, they must comply with provisions of Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, as amended, and the Americans with Disabilities Act of 1990, as the provisions of Labor Standards under Section 5(j) of the National Foundation for the Arts and Humanities Act of 1965, as amended. Grantees must also not discriminate on the basis of sexual orientation.

(c) Grant must maintain complete financial records for all activities covered by the contract and provide a final report at the end of the project detailing all expenditures' and describing the program/ services provided to the students of the school system. Ten percent of the grant funds awarded are withheld until this report has been received and approved.

(d) Grantees must provide credit to the Georgia Council for the Arts in all publicity materials. This credit is to be provided in the form of the use of a camera-ready logo provided by GCA, or by presenting the following statement: "This program is supported in part by the Georgia Council for the Arts through the appropriations of the Georgia General Assembly."

(4)Eligible Recipients of the Grant: All public school systems in the state of Georgia are eligible to apply.

(5)Criteria for the Award: All applications for funding in this program are reviewed by a professional advisory panel, who evaluate each application according to the following review criteria:

Criteria 1) Budget Section: The extent to which the proposed budget and resources are appropriate and justified to support the program, and reflect the intent of the Georgia Challenge.

Criteria 2) Program Summary: Overall rating of the proposal - the extent to which the activities set forth in the grant application reflect the intent of the Georgia Challenge.

Criteria 3) Needs Assessment: The extent to which the school system demonstrates a need for the proposed program in the local school system.

Criteria 4) Goals and Objectives: The extent to which the program objectives relate to the Georgia Quality Core Curriculum objectives in visual art, music, theater, and dance in K-5; and the extent to which the program objectives incorporate and build on the National Standards in Arts Education.

Criteria 5) Goals and Objectives: The extent to which program objectives are related to and support arts education within the school system's instructional plan, including the potential for replication of model programs, K-5.

Criteria 6) Program Description: The extent to which student activities and outcomes, staff development, and/or other program and planning activities reflect sequential, curriculum-based learning.

Criteria 7) Program Description: The extent to which the school system has or will partner with their public colleges and universities, businesses, and local cultural and civic communities to infuse basic education in the arts into the curriculum on the same level as other core subjects.

Criteria 8) Program Description: The extent to which the program is designed to be ongoing and sustainable beyond Georgia Challenge funding; and the extent to which the school system will promote the Georgia Challenge Program at the state and local levels.

Criteria 9) Time Line: The extent to which the time line provides for a complete, realistic, and efficient work schedule for the program.

Criteria 10) Evaluation Plan: The extent to which the proposed evaluation procedures and/or instruments are adequate to fully evaluate the goals and objectives of the proposal.
