Rule 269-1-.05 - Arts Council Development Program
(1)Statutory Basis for Grant Program: O.C.G.A. 50-1225.
(2)General Scope and Purpose of the Grant Program: The general scope and purpose of the grant program is to provide assistance to communities throughout Georgia in organizing and operating arts councils which present programs and services within their community and/or region. The program provides financial support and technical assistance to communities in an effort to strengthen the professional development and coordination of arts programming at the local level. The program provides 60% of the funds necessary to employ professional staff and to provide basic administrative and program costs the first year. In the second year, the Council provides 40%, and in the third year, the grantee must support these basic expenses on its own. (It does become eligible for Arts Grants support at this time however.)
(3)General Terms and Conditions of the Grant: The general terms and conditions of the grant are as follows:
(a) Communities interested in funding through this program must contact the Council's Community Arts Development Director for consultation prior to the submission of an application. Prior to filing the actual application, the community must present the concept to a town meeting, attended by Council staff, as evidence of community support. The community must also organize a board of directors to oversee the operation of the arts council prior to making application for funding. Potential grantees will work closely with Council staff in preparing their applications.
(b) Applicants must commit to participation in the program for the full three years.
(c) All programs/services must be conducted in compliance with applicable state and federal regulations regarding nondiscrimination and fair labor standards. Specifically, they must comply with provisions of Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, as amended, and the Americans with Disabilities Act of 1990, and the provisions of Labor Standards under Section 5(j) of the National Foundation for the Arts and Humanities Act of 1965, as amended. Grantees also must not discriminate on the basis of sexual orientation.
(d) Grantees must maintain complete financial records for all activities covered by the contract and provide a final report at the end of the project detailing all expenditures and describing the programs/ services provided to the citizens of the state. Ten percent of the grant funds awarded are withheld until this report has been received and approved.
(e) Grantees must provide credit to the Georgia Council for the Arts in all publicity materials. This credit is to be provided in the form of the use of a camera-ready logo provided by the GCA, or by presenting the following statement: "This program is supported in part by the Georgia Council for the Arts through the appropriations of the Georgia General Assembly."
(4)Eligible Recipients of the Grant: Organizations eligible to apply to the Georgia Council for the Arts for funds must be incorporated in the State of Georgia and must be classified by the Internal Revenue Service under Section 501(c)(3) of the IRS Code as nonprofit, tax-exempt organizations to which donations are deductible as charitable contributions under Section 170(c)(2). Public educational institutions and units of local/state government are also eligible to apply.
(5)Criteria for the Award: Applications will be reviewed on the basis of community need and willingness to support the program on a continuing basis, as evidenced by both broad-based community participation and commitment of local financial resources.

All applications and related support material must be delivered to the Georgia Council for the Arts office, or postmarked, two weeks prior to the April or June Council meetings. (Dates for the April and June Council meetings are established at the October and April Council meetings, respectively.) If the deadline falls on a weekend or on a state holiday, applications must be delivered or postmarked by the next business day. Late applications will not be accepted.
