After determining that the alleged conduct is prohibited by the Act, the Director shall serve a written notice upon the person or organization against whom the allegations have been made.
The Director shall specify in the notice the nature of the allegations, but shall not reveal the identity of the source of the allegations unless it is determined by the Director that the person or organization against whom the allegations have been made would be denied statutory or constitutional rights.
