The Office shall compile, publish, and maintain a standard operations procedural manual (SOP) which will include, among other things, guidelines for each of the steps required to discharge the primary responsibility of processing complaints of discriminatory practices or policies. Upon request, the Office shall make a copy of the SOP available to any person wishing to examine it.
