Rule 27-1503 - TIME FOR SUBMISSION OF BIDS
1503.1

The contracting officer shall provide a reasonable time for prospective bidders to prepare and submit bids in all IFBs, consistent with the needs of the District, but in no event less than fourteen (14) days from the first day of publication, unless the Director determines that it is appropriate to shorten the notice period to a period not less than three (3) days.

1503.2

When establishing a reasonable bidding time, the contracting officer shall consider the following factors:

(a) The complexity of the procurement;
(b) The subcontracting requirements;
(c) The impact of a shortened notice period on competition;
(d) The degree of urgency; and
(e) Any other relevant factors.
