Rule 20-717 - SOIL AND GROUNDWATER REMEDIATION717.1Any soil and groundwater remediation system is prohibited unless it operates in compliance with the requirements of this section.
717.2For proposed soil and groundwater remediation systems or for any person who operates such a system, if total emissions are:
(a) Less than one pound (1 lb.) per day before application of any controls, no permit shall be required under 20 DCMR chapter 2; or(b) Greater than one pound (1 lb.) per day before application of any controls, remediation activities shall comply with any applicable requirements specified in chapter 2 and emissions shall be controlled by at least ninety-five percent (95%).717.3If the Department determines that additional controls are necessary to protect public health or the environment, then such additional controls shall be specified in a chapter 2 permit.
