Rule 1-703 - CONDUCT OF MEETINGS
703.1

The Board shall hold at least eight (8) meetings a year, at such times and places as are provided in the notice of the meeting.

703.2

The Board may, at a regular meeting of the Board, modify what constitutes a quorum for the transaction of business.

703.3

Except as otherwise provided by these rules, a majority for voting purposes shall consist of a majority of those members present and voting.

703.4

The Chairperson of the Board shall conduct each meeting. If the Chairperson is unable to conduct a meeting, the Chairperson may designate another member of the Board to conduct the meeting.

703.5

The Chairperson may, at their discretion, allow members of the public to make statements at any meeting.

703.6

Additional items may be placed on the agenda during a regularly noticed meeting by a majority vote of the members present and voting.

703.7
(a) The Board may close a meeting or a portion of a meeting to the public for a reason listed in section 405(b) of the Open Meetings Act (D.C. Official Code § 2-575(b)) .
(b) In accordance with section 406 of the Clemency Act (D.C. Official Code § 24-481.06) , the Board shall close a meeting or a portion of the meeting to the public to:
(1) Consider applications for a clemency recommendation; and
(2) Discuss matters that would allow for the identity of any person who is a subject of the discussion, other than a person who has expressly consented to be identified, to be ascertained.
(c) Before closing a meeting or a portion of a meeting to the public:
(1) The Board shall meet in public session, at which time a majority of members present vote in favor of closure through a roll call vote; and
(2) The Chairperson shall make a statement providing the reason for closure and the subjects to be discussed.
