Section 1351-A-18.0 - Removal or Closure In Place Requirements for UST Systems
18.1 Owners and Operators shall notify the Department of all Removals or Closures in Place in accordance with the requirements of Part A, Section 4.0 of these Regulations.
18.2 The Removal and Closure In Place procedures shall comply with the following industry standards:
18.2.1 API RP 1604, Closure of Underground Petroleum Storage Tanks.
18.2.2 API Standard 2015, Safe Entry and Cleaning of Petroleum Storage Tanks.
18.2.3 OSHA, 29 CFR, 1910.146, Permit Required Confined Spaces.
18.2.4 PEI RP 1700, Recommended Practices for the Closure of underground Storage Tank and Shop-Fabricated Aboveground Storage Tank Systems.
18.3 At the time of Removal or Closure in Place of an UST System, Owners and Operators shall perform Tier 0 soil sampling and analysis in accordance with the requirements specified in DERBCAP.
18.4 Owners and Operators shall submit documents to the Department in accordance with the requirements specified in DERBCAP within 60 Days of the Removal or Closure In Place of an UST System and documentation of Tank cleaning prior to UST System Closure In Place.
18.5 Owners and Operators shall comply with the requirements of Part F of these Regulations until the UST System is Removed or Closed In Place in accordance with the requirements of Part A, Section 18.0 excluding UST Systems identified in Part C.
18.6 When a Release is suspected from a previously Removed, Closed In Place, or abandoned UST System the Owner, Operator, and Responsible Party shall comply with the requirements of Part E of these Regulations and as specified in DERBCAP. If a Release is confirmed the Owner, Operator, and Responsible Party shall Remove or Close In Place the UST System in accordance with all applicable requirements of these Regulations.
