Section 1351-A-17.0 - Change in Substance Stored Requirements for UST Systems17.1 Owners and Operators shall notify the Department of all Changes in Substance Stored in accordance with the requirements of Part A, Section 4.0 of these Regulations.17.2 Before the Change In Substance Stored, Owners and Operators shall Empty and clean the UST System by removing all liquids and accumulated sludge in accordance with the following industry standards:17.2.1 API RP 1604, Closure of Underground Petroleum Storage Tanks.17.2.2 API Standard 2015, Safe Entry and Cleaning of Petroleum Storage Tanks.17.2.3 OSHA, 29 CFR, 1910.146, Permit Required Confined Spaces.17.2.4 PEI RP 1700, Recommended Practices for the Closure of Underground Storage Tank and Shop-Fabricated Aboveground Storage Tank Systems.17.3 Within 30 Days of the completion of the cleaning of the UST System required in Part A, subsection 17.2, Owners and Operators shall perform soil sampling and analysis in accordance those requirements specified in DERBCAP.17.4 Owners and Operators shall submit documents in accordance with the requirements specified in DERBCAP to the Department within 60 Days of the Change In Substance Stored in an UST System.17.5 Owners and Operators shall comply with the requirements of Part F of these Regulations until the UST System is Removed or Closed In Place in accordance with Part A, Section 18.0, or is rendered Empty in accordance with Part A, subsection 16.6, excluding UST Systems identified in Part C.7 Del. Admin. Code § 1351-A-17.0
