Certified copies of the complete text of the materials incorporated by reference in these Rules shall be maintained by the Office of the State Engineer and State Publications Depository and Distribution Center, and shall be available for public inspection during business hours. The title and address of the Office of the State Engineer is: 1313 Sherman Street, Room 818, Denver, CO 80203. Materials incorporated by reference do not include any later amendments or editions to those materials.
