The Board shall hold public meetings at least once every six months or at other times as it may determine, or on petitions from the public for changes to its rules and regulations. If after any such meeting the Board deems it advisable to make changes to the regulations, the Board shall appoint a day for a public hearing pursuant to M.G.L. c. 30A. The Board may initiate changes to its regulations at any time, in compliance with the provisions of M.G.L. c. 30A.
