M.G.L.c. 21J, §§ 4(c) and (d) establishes grant programs pursuant to which the Board shall dispense funds to cities, towns, districts and other bodies politic, not to include agencies or authorities of the Commonwealth and to the Department of Environmental Protection, respectively, subject to appropriation. These funds shall be dispensed by the Board separately from the funds dispensed by the Board to reimburse Eligible Claimants and separately from funds made available pursuant to M.G.L. c. 21J, § 4(b).
