This account shall include the cost of labor, material and supplies, and other expenses incident to repairing water services. This includes such items as seeking and repairing leaks, removing and replacing worn out pipes and fittings, including stop cocks and services boxes, digging and repaving in connection with such work, cleaning pipes, thawing pipes, and other expense of a similar nature.
