Section 7.511 - Foreign Children(1) The Interstate Compact procedures do not apply to inter-country placement of children. M.G.L. c. 119, § 36 governs the placement of foreign-born children into the Commonwealth for the purpose of adoption.(2) The Interstate Compact procedures shall apply to the interstate placement of foreign-born children, whether or not the child was ever physically in the sending state, so long as such sending state caused the child to be sent or brought into another state.
