The applicant or client must be provided with notice of any action proposed by the Department that would affect his or her claim to cash benefits, SNAP, MassHealth, or other benefits.
Such notice must include a statement of the proposed action, including the change in the amount of financial assistance; the reasons for the proposed action; the citation to the regulations supporting the action; and an explanation of the client's right to request a fair hearing.
