Violation of any provisions of Chapter 4 (commencing with section 18650) or of Chapter 4.1 (commencing with section 18940) of Part 3, Division 9 of the Food and Agricultural Code or this subchapter, shall be grounds for condemnation of affected product when in the judgment of a Department inspector such violation could affect the wholesomeness of such product. Other violations affecting the product or its packaging shall be grounds for retention of the product until the violation is corrected.
