Section 317 - Withholding of Ten Percent Pending Closeout(a) Ten percent of the grant award amount will be withheld by the Department pending approval of the final invoice and final performance report, and resolution of any performance issues or audit findings prior to closeout.(b) A notice will not be sent regarding the ten percent withholding, and the ten percent withholding may not be appealed.(c) The ten percent withholding may be reduced or waived by the Department; such reduction or waiver must be in writing.Cal.
