A construction contractor's nondiscrimination program established pursuant to sections 11102 and 11103 of this subchapter must ensure nondiscrimination within both its permanent workforce and its temporary on-site workforce. The section 11103 requirements of workforce and utilization analyses, however, must be prepared only for permanent employees.
