Section 345.45 - Course Completion Database and Access Permission(a) The department shall establish a database that allows for electronic transfer of course completion information from a TVS to a California court.(b) To transfer course completion information, the TVS or court shall use the secure internet URL provided by the department.(c) A TVS or a court may access the database only if the following requirements are met: (1) The TVS or court obtains and maintains computer hardware and software capable of accessing the department's internet portal;(2) The TVS or court completes and submits an Enrollment Application TVS/Court Primary Administrator Traffic Violator Course Completion Database, form OL 771 (Rev. 9/2013), which is hereby incorporated by reference;(3) Form OL 771 is signed by either the court executive officer, the TVS owner, or the TVS operator. The operator may sign form OL 771 only if the operator is not also the primary administrator.(4) The primary administrator is named on and signs Form OL 771;(5) The primary administrator holds a valid owner, operator or instructors license, or is an employee of the court.(6) Unless the TVS owner is the TVS operator and will act as the primary administrator, the named primary administrator shall be a person other than the court executive officer or TVS owner or operator who signed Form OL 771 pursuant to subsection (c)(2).(d) If the department determines the requirements of subdivision (c) submitted by a court are complete, the department shall notify the court in writing that it may access the database via the secure internet portal.(e) If the department determines the requirements of subdivision (c) submitted by a TVS are complete, and the TVS holds a valid license to operate, the department shall notify the TVS in writing that it may access the database via the secure internet portal.Cal.
