"Executive officer," when used with respect to a specified person (other than an individual), means the president, the secretary, the chief financial officer, any vice-president in charge of a principal business function (such as sales, administration, or finance), or any other person who performs similar policy-making functions for such specified person. In the case of a licensee or of an applicant for a license, "executive officer" includes the person in charge of the money transmission business.
