Section 5.4 - Appearance and Practice Before Commissioner(a) In any proceeding before the Commissioner, any person may be represented by an attorney at law. However, any individual may appear in his own behalf; any partnership may be represented by a partner; and any corporation may be represented by an officer.(b) Any person who represents another person in a proceeding before the Commissioner shall, unless written notice of the contrary signed by such other person is filed with the Commissioner, be deemed to be authorized to take any action on behalf of such other person in connection with such proceeding.Cal.
