Section 2203 - Advisory capacity(a) All boards, committees, councils, and commissions which under this chapter are a part of or are attached to the Agency shall be advisory only, except as hereinafter provided, and the powers and duties of the boards, committees, councils, and commissions, including administrative, policy-making, rule-making, and regulatory functions, shall vest in and be exercised by the Secretary of the Agency.(b) Notwithstanding subsection (a) of this section or any other provision of this chapter the Connecticut River Flood Control Commission shall retain and exercise all powers and functions given to it under the provisions of 10 V.S.A. chapter 45.Added 1971, No. 92, § 3, eff. 6/1/1971.
