Section 5403 - Fines

The Postal Service may impose or remit fines on carriers transporting mail by air on routes extending beyond the borders of the United States for-

(1) unreasonable or unnecessary delay to mail; and
(2) other delinquencies in the transportation of the mail.

Governors
"Governors" means the 9 members of the Board of Governors appointed by the President, by and with the advice and consent of the Senate, under section 202(a) of this title;
Postal Service
"Postal Service" means the United States Postal Service established by section 201 of this title;
