CODIFICATIONSection, Pub. L. 100-420, §10, Sept. 8, 1988, 102 Stat. 1579, which directed that spending authority provided under this subchapter would be effective for any fiscal year only to such extent as provided in advance in appropriation acts, was omitted from the Code as being of special and not general application.
