Section 7351a - Uses of funds
(a) Local awards

Grant funds awarded to local educational agencies under this subpart shall be used for any of the following:

(1) Activities authorized under part A of subchapter I.
(2) Activities authorized under part A of subchapter II.
(3) Activities authorized under subchapter III.
(4) Activities authorized under part A of subchapter IV.
(5) Parental involvement activities.
(b) Administrative costs

A State educational agency receiving a grant under this subpart may not use more than 5 percent of the amount of the grant for State administrative costs and to provide technical assistance to eligible local educational agencies.

State educational agency
The term "State educational agency" means the agency primarily responsible for the State supervision of public elementary schools and secondary schools.
State
The term "State" means each of the 50 States, the District of Columbia, the Commonwealth of Puerto Rico, and each of the outlying areas.
parental involvement
The term "parental involvement" means the participation of parents in regular, two-way, and meaningful communication involving student academic learning and other school activities, including ensuring-(A) that parents play an integral role in assisting their child's learning;(B) that parents are encouraged to be actively involved in their child's education at school;(C) that parents are full partners in their child's education and are included, as appropriate, in decisionmaking and on advisory committees to assist in the education of their child; and(D) the carrying out of other activities, such as those described in section 6318 of this title.
