Section, Pub. L. 91-382, Aug. 18, 1970, 84 Stat. 817; Pub. L. 101-163, title I, §106(d), Nov. 21, 1989, 103 Stat. 1057; Pub. L. 108-7, div. H, title I, §12041204,, 117 Stat. 374, provided that the Deputy Architect of the Capitol would act as Architect of the Capitol during the absence or disability of that official or whenever there was no Architect.
