Section 51.012 - Composition of District(a) A district may include all or part of one or more counties, including any town, village, or municipal corporation, and may include any other political subdivision of the state or any defined district.(b) The areas composing a district do not have to be contiguous but may consist of separate bodies of land separated by land not included in the district; however, each segregated area, before it may be included in the district, must cast a majority vote in favor of the creation of the district.(c) No district may include territory located in more than one county except by a majority vote of the electors residing within the territory in each county sought to be included in the district.
