Section 13.142 - Time of Payment of Utility Bills By State(a) In this section, "utility" includes a municipally owned utility.(b) The utility commission shall adopt rules concerning payment of utility bills that are consistent with Chapter 2251, Government Code.(c) This Act does not prohibit a utility from entering into an agreement with the state or a state agency to establish a levelized or average monthly service billing plan.
