Section 65.003 - Commission Authority(a) Notwithstanding any other provisions of this title, the commission has authority to implement and enforce this chapter.(b) The commission may adopt rules and conduct proceedings necessary to administer and enforce this chapter, including rules to determine whether a market should remain regulated, should be deregulated, or should be reregulated.Added by Acts 2005, 79th Leg., 2nd C.S., Ch. 2 (S.B. 5), Sec. 26, eff.
