Section 54.154 - Application for Certificate(a) The commission may grant a certificate to encourage an innovative, competitive, and entrepreneurial business to provide telecommunications services.(b) An applicant for a certificate must: (1) file with the application: (A) a sworn statement that the applicant has applied for each municipal consent, franchise, or permit required for the type of services and facilities for which the applicant has applied; and(B) a description of the services the applicant will provide;(2) show the areas in which the applicant will provide the services;(3) demonstrate that the applicant has the financial and technical ability to provide services; and(4) demonstrate that the services will meet the requirements of this subchapter.
