Section 52.104 - Commission May Investigate(a) The commission may investigate as necessary to determine the effect and scope of competition in the telecommunications industry. The investigation may include: (1) identifying dominant carriers in the local telecommunications and intraLATA interexchange telecommunications industry; and(2) defining the telecommunications market or markets.(b) In conducting an investigation under this section, the commission may:(2) issue a subpoena to compel the attendance of a witness or the production of a document; and(3) make findings of fact and decisions to administer this title or a rule, order, or other action of the commission.
