In adopting rules and establishing procedures under this subchapter, the commission shall:
(1) attempt to balance the public interest in a technologically advanced telecommunications system providing a wide range of new and innovative services with traditional regulatory concerns for:(A) preserving universal service;(B) prohibiting anticompetitive practices; and(C) preventing the subsidization of competitive services with revenues from regulated monopoly services; and(2) incorporate an appropriate mix of regulatory and market mechanisms reflecting the level and nature of competition in the marketplace.
