(a) The board of a transit department consists of the members of the governing body of the municipality that creates the transit department.(b) Service as a member of the board is an additional duty of the office of a member of the governing body and is without compensation.(c) The presiding officers of the governing body of the municipality that creates a transit department are the presiding officers of the board.Tex.
